Colin Armstrong MBE

Colin Armstrong MBE is Regional Director for the UK’s Science and Innovation Network (SIN) in South East Asia. In this role, Colin provides leadership to a team of SIN officers across the region who are actively building and facilitating science, technology and innovation collaborations around the region. Areas of focus include critical and emerging technologies, climate and environment, and global health.


Colin was previously Deputy Head of the Foreign, Commonwealth and Development’s (FCDO) International Technology Department where he led on implementing the UK’s International Technology Strategy where he led on promoting the safe, secure and responsible development and use of technologies.

 Prior to that Colin held a range of roles including Deputy Chief Scientific Adviser to the Foreign and Commonwealth Office, Head of Space Security Policy at the UK Space Agency, and Head of the Secretariat to the Scientific Advisory Group for Emergencies (SAGE).


Colin was awarded an MBE in the Queen’s New Year’s Honours List in 2017 for services to emergency response. He holds an MSc in Biosystems and Informatics from the University of Liverpool, and a BSc in Genetics from the  University of Nottingham.
